Sector 22
Utilities

This section provides information about census coverage and reporting for establishments in the Utilities sector.

 Establishments Covered

Utilities services establishments provide utility services through permanent infrastructures of lines, mains, pipes and related facilities. The services included in this sector are electric power, natural gas production and distribution, steam supply, water supply and sewage removal services. NAICS classifies establishments in the Utilities sector using numbers that start with 22.

The Economic Census covers all utilities services establishments that operated during all or part of calendar year 2012. Electric power services (by all fuel sources) include generation, transmission, control, distribution services, and marketing and brokering. Additionally, water and sewage services are included. Gas production and distribution includes natural gas distribution, marketers, brokers, transportation, storage and mixed petroleum gas. Water and sewage services include water, steam, and air conditioning supply systems; irrigation and sewage systems. Establishments that provide primarily waste management services are not included in the UT sector. They are classified in sector 56, Administrative and Support and Waste Management and Remediation Services, because they do not typically use permanent sewer or treatment infrastructures.

 Census Mail Package

Utilities services establishments with paid employees will receive a census mail package with two types of materials. The materials are similar in content but customized to make reporting easier for different groups of covered establishments. Each utilities services company will receive an Information Sheet and census form. Companies with multiple operating establishments will receive the appropriate Information Sheet for every group of similar forms, and not necessarily one Information Sheet for every form.

Information Sheets provide general information about the census and instructions for reporting selected items on the census form. Single establishment businesses will receive Information Sheet UT-S_I_12, and multi-establishment businesses will receive Information Sheet UT-UT-Q_I_12.

Census Forms describe each data item for utility services establishments and provide instructions and formats for reporting them. Single establishment businesses will receive form number UT-22101 and multi-establishment businesses will receive form number UT-22150.
