1. Welcome to the tutorial on how to register and access the Secure Messaging Center. This video will demonstrate how to secure confidential communication with the Census Bureau. Please refer the the second series of this tutorial on how to compose and manage your Secure Messaging Center account.
   
   
2. For secure and confidential communication with the Census Bureau, you must register for the Secure Messaging Center with an email address and password that you have created.
   
   
3. To begin, navigate to the Census Bureau home page, at www.census.gov
   
   
4. Click on the Business tab.
   
   
5. Next, click Get Help with Your Form. The Business Help Site displays.
   
   
6. Click on the desired survey. In this demonstration, we will use the Annual Retail Trade Survey. The Annual Retail Trade Survey page displays.
   
   
7. At the top, click the tab Contact Staff. The Contact Annual Retail Trade Survey Staff page displays.
   
   
8. Next, click By Secure Messaging Center.
   
   
9. The SMC Login & Registration page displays.
   
   
10. Click User Registration. The SMC Respondent Registration page displays.
    
    
11. Enter the Company ID provided on your Census Bureau survey form in the Username text box.
    
    
12. For this demonstration, enter Username 100000003.
    
    
13. Next enter the Password provided on your survey form.
    
    
14. For this demonstration, enter Password 2d2870a8. Please note: Passwords are case sensitive.
    
    
15. In the Survey drop down list, select the desired survey... and click Submit. The Registered Email page displays.
    
    
16. If previously registered, your email address is already listed and you are ready to begin.
    
    
17. If your email address is not listed, enter your email address and click Register.
    
    
18. For this demonstration enter email address smc.demo@yahoo.com and click Register.
    
    
19. A confirmation message displays.
    
    
20. Click OK to continue. The Respondent Registration page displays.
    
    
21. Complete your registration by entering the requested information. Required fields are marked with an asterisk.
22. For this demonstration we will enter a sample profile.
    
    
23. When creating your password, the length of the password must be at least 8 characters and must contain at least the following: 1 uppercase, 1 lowercase, and 1 numeral.
    
    
24. Retype your password to confirm.
    
    
25. Next select and answer 2 security questions.
    
    
26. When finished, click Register.
    
    
27. A confirmation message displays. Click OK to continue.
    
    
28. The Successful Registration page displays and an email confirmation is sent to your email address.
    
    
29. Upon receipt, click the link provided in your confirmation email to validate your SMC Registration and begin using the Secure Messaging Center.

32. This video demonstrates how to access the Secure Messaging Center. The Secure Messaging Center is a web-based messaging system that allows survey respondents and their Census Bureau counterparts to communicate securely and efficiently with one another. Please refer to Video 1: Registering for the Secure Messaging Center if you need assistance with the registration process.
    
    
33. To begin, navigate to the Census Bureau home page, at www.census.gov
    
    
34. Click on the Business tab.
    
    
35. Next, click Get Help with Your Form. The Business Help Site displays.
    
    
36. Click on the desired survey. In this demonstration, we will use the Annual Retail Trade Survey. The Annual Retail Trade Survey page displays.
    
    
37. At the top, click the tab Contact Staff. The Contact Annual Retail Trade Survey Staff page displays.
    
    
38. Next, click By Secure Messaging Center.
    
    
39. The SMC Login & Registration page displays.
    
    
40. Enter your email address and password created during registration.
    
    
41. For this demonstration, enter Username smc.demo@yahoo.com in the email address text box.
    
    
42. Next, enter the Password BOC$census2011 and click Login. The Login Welcome page displays.
    
    
43. Next, click Go to Messaging Center. The SMC Message View and Inbox displays.
