General




1.  What is the Industrial R&D Survey?

The Industrial R&D is conducted annually by the Census Bureau, on behalf of the National Science Foundation. The survey covers for-profit nonfarm businesses operating in the United States. The goal of the survey is to collect accurate data from companies conducting research and development(R&D).

2.  Why does the Census Bureau want to know how much I spend on R&D?

The survey provides information on expenditures for research and development that public officials use to examine R&D tax credits, allocate research funding by state, and compare R&D spending in this country with other countries to ensure that U.S. businesses are not at a competitive disadvantage. Your company's participation is vital to the accuracy of the estimates that the survey provides.

3.  Do I have to respond to this Survey?

Yes. Title 13, U.S. Code requires you to complete this survey. However, if your company is owned by a Federal, state or local government, is a nonprofit organization, or is a trust or pension plan which performs no activity other than investments, do not report. Please note in the remarks section on the back page of the form and return it.

4.  If I do not receive federal funds, do I still have to respond to this Survey?

Yes. If you do not receive federal funds, but still conduct research and development, you are still required to respond to this survey.

5.  What is the penalty if I do not respond?

Your company may be subject to a fine if you fail to complete this form.

6.  What if my company did not conduct research and development during the survey year?

If your company did not conduct research and development during the survey year, then call the Census Touchtone Data Entry system at 1-800-851-2014. Have your 11-digit Identification Number (ID) (as printed on the form above your address) ready before calling. Alternatively, you may check "No" for Question 1, on the RD-1A form. Do not complete other questions. Sign and return the form in the envelope provided. You must call or mail in the form to complete your reporting requirements for the survey.

7.  How did my company get chosen to receive the Industrial R&D Survey?

The Industrial R&D Survey is based on a sample of approximately 32,000 companies out of a universe of nearly 2 million. Most companies new to the survey were chosen at random.

8.  What if this company is no longer in business?

If your company went out of business on or prior to March 31 of the survey year, do not report. Please note on the back of the form any other information you have to explain in detail the status of the company.

If your company was no longer in business after March 31 of the survey year, please complete the form.

9.  What if this company is a subsidiary or was purchased by another company?

If your company was purchased by another company on or prior to March 31 of the survey year, please write the new owner information in the Remarks section at the end of the form, sign, and fax it to (301) 763-4718. You do not need to complete the rest of the survey form.

If your company was purchased after March 31 of the survey year, please complete the form for the months prior to the purchase of your company, write the purchase date and name and address of the new owner at the end of the form, and return the form in the envelope provided.

10.  This is a foreign owned company, do I still have to complete this survey?

Yes. If your company is owned by a foreign company, please complete the form and fill out the owner information in the Remarks section, at the end of the form.

11.  How long will it take to complete this survey?

If you received the RD1A form, the burden for this collection of information is estimated to average 1 hour. If you received the RD1 form, the burden is estimated to be 8 hours.

12.   What if I lost my form and/or instructions?

If you lost your form or instructions, call 1-800-851-2014 (Option "0") or write to the U.S. Census Bureau, 1201 East 10th Street,Jeffersonville, IN 47132-0001.

13.  What if I have trouble using the Electronic Reporting Device?

Please call the Electronic Reporting Staff at 1-800-838-2640 if you are having problems with reporting electronically.

14.  What if I need more time?

If you cannot complete the form in 60 days, request an extension by either calling the Census Touchtone Data Entry System on 1-800-851-2014, or writing to:

15.  How can I return my completed form?

There are two options for your survey response. -The pre-printed form and the electronic form. To return your pre-printed form, mail it in the envelope provided or fax it to (301) 763-4718. If you have trouble sending your response electronically, please contact the Electronic Reporting Staff at 1-800-838-2640

16.  Will my information be kept confidential?

Yes. The same law that requires you complete the survey (Title 13, U.S. Code) requires that we keep your response confidential.Only persons sworn to protect Title 13 information will see your data.

17.  What can I do if I receive the following message when installing the software: "Handle is in the wrong state for the requested operation"?

This problem occurs when the software fails to properly install some types of forms. Close Surveyor. Click here to download the correct forms. Save this file to your computer, and then open the file following the onscreen instructions in order to unzip it into C:\Program Files | Census | Surveyor | Forms. Restart GIDS Surveyor to continue. If this does not alleviate the problem, please call the Electronic Reporting Branch at 1-800-838-2640.

18.  Surveyor has a trouble running on computers that have Dual-CPUs. What should I do if I have a computer with a Dual-CPU? What should I do if when I initiate a Surveyor pop-up (Tools|Export, Tools|Import, Tools|Check For Updates, Tools| Retrieve New Survey Data) there is no reaction?

In order to make Surveyor function on computers with Dual-CPUs, Surveyor must be configured to run on only one processor.Please,

  1. Start Surveyor.
  2. Do Ctrl-Alt-Del to bring up the Task Manager.
  3. Within the Task Manager click on the Processes tab.



  4. Locate Surveyor.exe. If you click on the Image Name column header, the list of applications will be sorted.
  5. Right-click on Surveyor.exe, and select Set Affinity. This brings up a dialog box showing all of the CPUs that the process is allowed to run on.



  6. Keep CPU 0 checked. Uncheck all CPUs other than CPU 0. Once only one CPU has a check mark next to it, click OK.



  7. Close the Task Manager window.
  8. Surveyor should run correctly at that point. Every time Surveyor is closed the user will need to go through steps 1-8 above.
